About Our Presenter
Ms. Denise Merritt is the Outreach and Policy Manager for the Maryland Department of Transportation’s (MDOT) Office of Small and Minority Business Policy. In this position, Ms. Merritt coordinates the initiation, planning, and implementation of public relations campaigns and outreach activities to promote the interests and activities of the State’s Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), Airport Concessions Disadvantaged Business Enterprise (ACDBE), Small Business Enterprise (SBE) Certification Programs, and the Federal Small Business Reserve (SBR) Program. Leading to this career path, Denise received her Bachelor of Science in Marketing in 2012, and her Master of Science in Business Administration in 2015, both from Morgan State University.

Prior to joining the MDOT team in 2016, Ms. Merritt served as Morgan State University’s Assistant Business Diversity Manager for four years. In this role, she was responsible for assisting with the University’s supplier diversity outreach efforts for the MBE, DBE, ACDBE, and SBE programs. She also assisted in the oversight of the University’s compliance with State supplier diversity programs. She was responsible for calculating the University’s minority and small business participation and coordinating statutory reporting to the Governor’s Office of Small, Minority, and Women Business Affairs.

Ms. Merritt’s passion for the success and growth of small and minority-owned businesses is clearly demonstrated as she leads monthly workshops to guide applicants through the MBE, DBE, ACDBE, and SBE certification application process. Through these workshops and other speaking engagements, she informs the public about the benefits of certification, eligibility standards, and provides business development and marketing tips.
